Where PeopleSoft still wins.

PeopleSoft has been part of the Oracle Applications Unlimited family since the 2005 acquisition. Two decades later, the install base remains very large in higher education, federal and state government, healthcare, banking, and large manufacturing. Campus Solutions in particular has no real on premise competitor at the scale higher ed institutions require.

Oracle commits to Premier Support on PeopleSoft through at least 2036. The product has not been frozen. Selective Adoption, introduced with PS 9.2 in 2013, replaced the old major upgrade model and delivers continuous updates through PeopleSoft Update Manager. Customers who stay current on PUM tools and image stay current on the application without ever doing another major upgrade.

What is real is the renewal pressure. Oracle account teams have annual targets that reward shifting on premise spend into Fusion Cloud HCM, Fusion Cloud ERP, or Cloud at Customer. The renewal cycle is where the cloud pull intensifies and where most procurement teams need outside counsel to hold a defensible position on the on premise spend.

Negotiation pitfalls.

§ Pitfall 01
Fusion Cloud offset credits.
Oracle often offers Fusion Cloud subscription credits in exchange for a multi year on premise commitment. The credits expire. The on premise commitment does not. We model the real net cost over the full term before signature.
§ Pitfall 02
Module drop repricing.
Dropping a single PS module to reduce support cost can trigger the matching support pricing rule and reprice the remainder. We model the net effect before any partial drop.
§ Pitfall 03
Selective Adoption misread.
Customers who fall behind on PUM tools and images can find themselves effectively on Sustaining Support before they realise. The renewal is the moment to confirm Selective Adoption is current and to budget the small ongoing investment to stay current.
§ Pitfall 04
User counts drift.
Named user counts can drift upward as new modules or roles are added. The renewal is the right time to true up the count and remove inactive users rather than carrying the cost forward another three to five years.
