Where Siebel sits.

Oracle Siebel CRM is part of the Apps Unlimited program. Apps Unlimited is Oracle's commitment that customer on premise applications, including Siebel, EBS, PeopleSoft, and JD Edwards, will receive Premier Support through at least 2034 and Extended Support beyond that. The commitment matters because it removes the burning platform argument Oracle's cloud sales teams sometimes deploy.

If you are a Siebel customer, you are not under technical pressure to migrate to Oracle CX Sales or to Oracle Fusion. You can continue to run Siebel for another decade with full support. That changes the negotiation entirely.

The licensing model

Siebel is licensed on Application User basis. Each named user with access to the system requires a license. Some Siebel modules are also licensed on Component basis, which counts the deployed components such as Analytics, Marketing, or Call Center. The right counting model depends on the modules deployed.

Support is 22% of net license fees annually. That is the same support rate that applies across most of the Oracle on prem product line, and it is subject to the same annual support increase trajectory unless capped at the contract level.

Negotiation levers

The cloud conversion pitch

Oracle account teams will offer Siebel customers attractive looking conversions to Oracle CX Sales, Marketing Cloud, or Service Cloud. The first version of these offers is rarely the best version. The conversion economics depend on what credits Oracle is willing to apply against your historical Siebel investment, how the cloud subscription is sized, and what happens to your perpetual on prem licenses after conversion.

Buyer Beware

Cloud conversion offers from Oracle often require relinquishing perpetual on prem Siebel licenses. That is a one way door. Once relinquished, the perpetual licenses cannot be reinstated. We have seen multiple buyers who took the cloud conversion at year one and regretted the loss of optionality by year three.

Audit risk on Siebel

Siebel audits focus on Application User counts versus deployed user accounts in the system. The Oracle LMS audit will reconcile the contracted license count against the deployed user count exported from the Siebel database. Disabled users, terminated users, and shared service accounts are all in scope.
